North Beach is little more than a thin sliver of land between Biscayne Bay and the Atlantic Ocean, but developers see lots of room for growth. The neighborhood, once eclipsed by development in South Beach, is getting its moment, as Constellation Group, Witkoff Group, Lefferts and other developers bet big on residential highrises in the nearly 5-square-mile district.
