Developer Moishe Mana could be on the hook for $6.6 million to Miami-Dade County tied to a decade-old land swap deal. Mana, who is considered the biggest landlord in downtown Miami and Wynwood, had made a deal with Miami-Dade to trade properties in Wynwood, and he was supposed to develop a Puerto Rican community center and other facilities on one of the lots.
